Finance Committee endorses $165K school stabilization drawdown and FY27 budget framework

WEST NEWBURY — Finance Committee endorses warrant articles totaling nearly $287,000 in stabilization drawdowns. Chair Dennis LaMalfa and the committee unanimously approved six articles including a $165,000 transfer from the Special Purpose Municipal Stabilization Fund to offset Pentucket Regional School District capital costs and a $131,596 free cash transfer to the Pension Liability Stabilization Fund. Town Manager Angus Jennings presented the FY27 Operating Budget with non-education growth capped at 2.5%, personnel costs comprising 47 percent of that budget, and a proposal to create a full-time HR Manager position.

The committee also unanimously approved rescinding $1,286,000 in authorized but unissued debt for the Church/Prospect water project and a $10,000 Reserve Fund transfer to fund a Town Organizational Assessment.
