Planning Board · Meeting of March 3, 2026

WEST NEWBURY — Planning Board approves Thurlow ANR and reaffirms visioning scope. The Board unanimously endorsed an Approval Not Required plan for a 0 Middle Street property, clearing a transfer of a rear parcel to Essex County Greenbelt; attorney Stephen Chapin presented the application on behalf of Mead, Talerman, and Costa, noting a condition of prior special permit approvals required open space preservation. In a split decision with the Select Board, the Planning Board reaffirmed approval of the Metropolitan Area Planning Council project scope for a Master Plan visioning contract, voting 5-0, though disagreement remained over proposed scope additions regarding identified issues and working group minutes language.

Vice-Chair Ann E Bardeen and Town Planner Chris Reilly will draft a letter inviting member committees to appoint representatives to the working group.
