West Newbury Select Board approves $276K in warrant articles and stabilization transfers. In joint session with the Finance Committee, Chair Wendy Reed, Member Christopher Wile, and absent Member Barry Fogel unanimously backed four stabilization fund drawdowns and transfers: $165,000 from the School Stabilization Fund, $53,775 from Pension Stabilization, $131,596 in free cash to Pension Stabilization, and $25,500 in free cash to OPEB Stabilization. The Finance Committee also approved a $10,000 Reserve Fund transfer for a Town Organizational Assessment.
Town Manager Angus Jennings presented a draft FY26 budget showing a 3.6 percent overall increase, including a new Human Resources Manager role replacing a paused Project Manager position.
