Town Governance Committee launches organizational assessment with consultant team.

WEST NEWBURY — The Town Governance Committee met with Community Paradigm Associates to begin an organizational assessment of the town's government transition and structure. Committee Chair Wendy Reed and fellow members identified gaps in the incomplete Town Manager form of government implementation, including boards and committees operating independently and challenges to employee morale. The consultant team outlined a phased approach starting May with questionnaires and one-on-one meetings with department heads, a resident survey, and a public forum, with groundwork concluding by June 30 and a preliminary report by summer's end.

The group agreed to appoint an interim Town Manager while the assessment proceeds, with two to three candidates to be provided for selection, and a permanent hire targeted by October.
