WEST NEWBURY — Whittier Tech's regional agreement panel prepares two alternative draft agreements for June vote. The Regional Agreement Amendment Committee, meeting May 20 at Northern Essex Community College, conducted a straw poll on governance composition, budget approval thresholds, and cost-sharing methods as the district evaluates relocation to the NECC campus versus remaining at its current Haverhill site. Committee chair Angus Jennings presented a framework in which any NECC relocation would be managed through lease and memoranda of understanding rather than formal amendment to the Regional Agreement, keeping the 11 member municipalities as sole parties to the district's governing document.
The committee voted to expand its meeting schedule to three additional sessions through July 23, 2026, with a final report to the Whittier School Committee expected in early summer.
