Whittier Tech RAAC reviews cost-allocation models for school expansion.

WEST NEWBURY — Whittier Tech's Regional Agreement Amendment Committee convened to compare capital cost allocation methodologies for a forthcoming Massachusetts School Building Authority project. Chaired by West Newbury's Angus Jennings and Vice Chair Melinda Barrett of Haverhill, the nine-community delegation reviewed three scenarios: enrollment-based allocation, lottery-based allocation, and student population grades 9-12 only. Under the grades 9-12 model, Rowley would see the largest percentage cost increase while Haverhill's share would decline; the first two models would increase costs for Haverhill only.
The committee agreed that substantial non-local MSBA funding will be necessary to secure voter approval and established a working group to draft a public update for spring town meetings. Superintendent Maureen Lynch reported that the School Committee will vote March 11 to fully fund the MSBA feasibility study.
