WEST NEWBURY — Whittier Tech amendment committee records strong consensus on governance and NECC campus. The Regional Agreement Amendment Committee voted on 20 policy questions June 10 at Northern Essex Community College, with ten municipalities supporting the Northern Essex Community College campus as the location for a relocated Whittier facility and eight communities backing capital cost allocation based on current student enrollment. On core governance, nine communities favored appointment of school committee members by chief elected officials, and ten communities supported two-thirds majority voting thresholds for annual operating budgets and debt issuance.

Committee Chair Angus Jennings noted that Massachusetts School Building Authority approval on June 24 will determine whether the project advances to feasibility study and that a new Regional Agreement must be in place before schematic design can proceed.
