Water Board denies abatement for disputed 60K-gallon charge at vacant property
Board of Water Commissioners · Meeting of August 11, 2026
WEST NEWBURY — The West Newbury Board of Water Commissioners unanimously denied a resident abatement application for approximately 60,000 gallons recorded at 6 Pleasant Street. Chair Robert Janes, members John Haley and Mark Hemingway rejected the claim, noting the meter passed independent certified laboratory testing twice and the applicant refused a discounted bill of approximately $992 with a $100-per-month payment plan. The board also heard a Tighe & Bond presentation on an approved Water Rate Study and Water System Master Plan, with a kickoff meeting scheduled for August 17 through 19 and field visits beginning in early September.
