WEST NEWBURY — Energy and Sustainability Committee approves April minutes and discusses Public Safety Building heating. The committee reviewed a rejected Town Meeting article proposing heat pump installation aligned with town decarbonization goals; the Select Board instead approved a reserve fund transfer for HVAC replacement under the original plan. Chair Arthur Wallace reported rising EV charger operating costs and proposed raising the charging rate to 40 to 42 cents per kilowatt-hour, with Parker and Wallace assigned to review 12 months of electric bills before further discussion.
The committee also advocated in its draft organizational assessment response for the town to hire an engineer and grant manager to strengthen decarbonization decision-making and Green Communities grant eligibility.
